I think so. The problem is you have to hack to make them.

I ROM hack too, it's not for Diamon or Pearl, only the advanced games:

Ruby
Saphhire
Emerald
Leaf Green
Fire Red

can be hacked, moves, 6 slots for new pokemon, the map, the game script, all can be edited
